(1) Notwithstanding anything written in rule 8, the office may refuse to issue passport to the following persons if written by the concerned body:-
(a) being prosecuted according to the law for passport and immigration related offenses or having been convicted and sentenced by the court,
(b) Debt from banks and financial institutions Being blacklisted according to the existing law for non-payment,
(c) being prosecuted for corruption or money laundering or being found guilty by the court and serving a sentence,
< p style="padding-left: 30px;">(d) who is on trial or has been found guilty by a court of law for an offense related to human trafficking or kidnapping or drug trafficking,(e) has been banned from going abroad by the court or has been ordered not to issue a passport,
(f) has been ordered to withhold or not issue a passport in accordance with the law.< /p>
(2) If the office refuses to issue a passport in accordance with sub-rule (1), the relevant applicant shall be notified within three days.
(3) Clause (a) of sub-rule (1), (c) and (d) shall not be considered as an impediment to the issuing of passports to such Nepali citizens after they have been acquitted by the court or after the punishment according to law has been paid.
(4) Clause (b) of sub-rule (1) ), (e) and (f) will not be hindered from issuing passports to such Nepali citizens if it is written by the relevant agency that the conditions as per (e) and (f) do not exist.
